In his capacity as the Secretary General of the Supreme National Economic Council (SNEC), which is the policy think tank for the Prime Minister, he prepared policy papers for the Royal Government of Cambodia, including the Triangular Strategy – the political platform of the government for the third term of office, the Second Socio-Economic Development Plan, the Poverty Reduction Strategy Paper and the National Strategic Development Plan.

He also accompanied the Prime Minister in many international conferences, such as the UN General Assembly, the Non-Alignment Movement, the ASEAN Summit, the East Asian Summit and the ASEAN Finance Ministers’ Meeting.

He represents Cambodia at the ASEAN and ASEAN+3 Deputies’ Finance and Central Bank Meetings and serves as Senior Official of the Economic Cooperation Strategy between Cambodia, Laos, Myanmar, Vietnam and Thailand (ACMECS) Meeting. He also coordinates the policy dialogue between the Ministry of Economy and Finance and the Asian Development Bank (ADB), the International Monetary Fund (IMF) and the World Bank.
